Solar Fusion Energy is a mechanic introduced in the Rodina 1.2 update. You can enable it by reaching the point in the storyline at which you need to gather 1 exajoule of energy to galvanize the neural network seed pattern used to create Bots. It can be gathered more quickly by nearing Zorica - after all, it is called "Solar Fusion Energy."
